Mr. Larry R. Spriggs is a native of Washington D.C., and the President and CEO of Soft-Con Enterprises, Inc. (SCE). Mr. Spriggs received his Bachelor of Science in Information Systems from the University of Maryland University College. He also holds a Bachelor of Science in Journalism from the University of Maryland. He and his wife, Mrs. Gwendolyn Spriggs, founded and incorporated Soft-Con Enterprises, Inc. in 1996 to provide professional IT and integration support rich in integrity, consciousness and the timely deliverable of services within budget to state, local and federal agencies.
Shortly after our inception, SCE was awarded its first major government contract with the U.S. Department of Treasury Internal Revenues Service. This task was a subcontracting effort under SAIC in which SCE was responsible for designing, implementing, and maintaining a replica of the IRS production network environment. Our primary responsibilities included coordinating and facilitating with key stakeholders to assist in requirements development and design of the replicated environment. We also collaborated with facilities management personnel responsible for the installation and termination of network drops in both the wiring closet and computer labs.
Since then, we have been a leader in the small business arena, providing service to some of the top agencies in the government such as the: U.S. Department of Labor, U.S. Department of Justice, and the U.S. Securities and Exchange Commission just to name a few.

Dependable because the corporate standard is to consistently demonstrate due diligence in anticipating, pinpointing and resolving critical issues efficiently and deliberately.

As a Past Chair of the Prince George’s Chamber of Commerce, Mr. Spriggs remains committed to advocating on behalf of small businesses and seeks to work with local municipalities and the county government in an effort to showcase the wealth of talented and capable businesses in Prince George’s County. We have been recognized in the IT industry as a progressively advancing company. SCE will be celebrating a banner milestone of 20 years in the IT field this year as it continues to seek opportunities to grow and positively impact the corporate community.
